Final OSHWC Central Rules, 2026
G.S.R. 345(E), dated 8 May 2026, contains the final Central Rules and 27 numbered forms. The source covers registration, occupational health and safety, records, contractor licensing, sector-specific requirements and enforcement. The national extent of the instrument does not make every chapter apply to every establishment.
Start with the establishment and the relevant authority
Identify the activity, appropriate government, establishment category and worker group. Mines, construction, contract labour and audio-visual work have different provisions. Read the Code and the relevant chapter together before choosing a form or changing a process.
Use the connected forms
Forms I and II concern registration applications and cancellation. Forms XIII to XVI cover employee, attendance and wage records and wage slips. Forms XXI and XXII distinguish a contractor licence application from the issued licence. Accident notices and the continuing accident register are separate records. The linked form pages identify the actual user of each document.
Transition and source control
The opening notification lists the earlier Central Rules superseded and preserves specified previous actions. Keep prior registrations and records with the provision relied on during transition. Use the final Gazette rather than a 2025 draft; check subsequent notifications and current portal instructions before submission.
