Social Security Central Rules 2026: final Gazette
The Ministry of Labour and Employment issued G.S.R. 344(E) on 8 May 2026 under powers in the Code on Social Security, 2020. The instrument is titled the Social Security (Central) Rules, 2026 and states that it comes into force on publication in the Official Gazette. The introduction records the earlier December 2025 draft, the invitation for objections and suggestions, and the Central Government's consideration of submissions. It lists a number of earlier central social-security-related rules being superseded, while preserving things already done or omitted under them before supersession. The final Gazette must be distinguished from a draft or explanatory note.
Areas addressed by the Rules
The bilingual PDF is extensive and contains numbered provisions, schedules and forms rather than a single uniform checklist for every employer. It deals with procedures connected with social-security benefits and administration under the Code, including matters that relate to employee compensation, social insurance, gratuity, welfare cess, employment information and returns. The earlier rules identified in the supersession clause give useful context, but they do not mean every chapter applies to every establishment. Exact forms, due dates and procedures need to be read in the English or Hindi text of the applicable chapter. A scheme or a state rule may also matter to a specific case.
Practical review for an employer
First identify the establishment type, workforce category, the chapter of the Code at issue and whether the Central Government is the appropriate government for that matter. Then compare existing registration, contribution, benefit, accident-reporting and return workflows with the final rules and any scheme in force. Do not assume that a newly numbered rule automatically changes an employee contribution or benefit without checking the underlying Code and operative scheme. The Gazette's saving for past actions is also important when reviewing a historical filing or pending claim. Where a benefit or liability turns on facts, seek legal and payroll advice tied to the exact provision.
Primary document and updates
The attached Ministry Gazette PDF for G.S.R. 344(E) is the authoritative document for this Library entry. Use it to locate the full provision and form rather than treating this article as a complete compliance manual. Check for later amendments, notifications and scheme directions before making operational changes. Record the official source and verification date when communicating a decision to employees, clients or administrators.

Implementation notes
Employer impact: The final central rules can affect the processes of covered employers under the Code on Social Security; obligations must be checked by chapter, scheme, workforce category and appropriate government. · Action required: Review the official Gazette, Code and applicable schemes or state rules before changing social-security registration, contribution, benefit, compensation or return procedures.
