Gujarat Factory Licence Fee Update 2026: Differential Fee Payment Deadline Is 31 October 2026

Published: 15 October 2026
Effective: 13 October 2026

The Directorate of Industrial Safety and Health (DISH), Gujarat, has issued an important circular regarding factory licence fees under the Occupational Safety, Health and Working Conditions Code, 2020 (OSH Code) and the applicable rules.

Applicability of the Revised Licence Fee Framework

With effect from 2026, the prescribed fee framework applies to new factory licences, licence renewals and amendments. Factories holding licences that remain valid beyond 2025, where licence fees were previously paid under the Factories Act, 1948, and Gujarat Factories Rules, 1963, are required to pay the applicable differential licence fee in accordance with the revised framework.

Last Date for Payment: 31 October 2026

Existing factory licence holders covered by the circular must pay the applicable differential fee on or before 31 October 2026.

Key points to note:

  • Payment deadline: 31 October 2026.

  • Late payment: An additional fee of 25% applies if payment is made after the prescribed deadline.

  • Licence validity: Payment of the differential fee does not extend or otherwise change the validity period of the existing factory licence.

How to Pay the Differential Licence Fee

The payment can be completed through the official Gujarat DISH portal:

Portal: https://dish.gujarat.gov.in/

Navigate to PUBLIC USER LOGIN → FEE DIFFERENCE and follow the applicable instructions to verify and pay the differential amount.

Action Points for Factory Occupiers and Compliance Teams

Factory occupiers, employers and compliance professionals should:

  1. Review the validity of existing factory licences.

  2. Verify the licence fees previously paid under the earlier legal framework.

  3. Calculate and confirm the applicable differential fee through the official portal.

  4. Complete the payment by 31 October 2026 to avoid the additional 25% fee.

  5. Retain the payment receipt and supporting records for future reference and compliance verification.
