Contracting work out does not remove the need for compliance oversight.

Principal employers should be able to demonstrate that contractor registrations, licences, wage payments, social-security contributions and statutory records are being reviewed through a consistent process.

The exact requirement depends on the establishment, state, nature of work, headcount, contractor arrangement and applicable law.

Monthly review checklist

Evidence to collect and test.

Principal-employer registration and contractor licence validity, including amendments where manpower or work locations change.

Contractor employee list, attendance or muster data and deployment records matched to the relevant worksite and billing period.

Minimum-wage, wage-payment, overtime and authorised deduction checks against payroll and bank-payment evidence.

EPF and ESIC contribution evidence reconciled to the contractor employee population and wage records.

Labour Welfare Fund, Professional Tax, insurance or other state-specific evidence where applicable.

Prescribed registers, wage slips, employment cards, notices and statutory records maintained for the required period.

Accident, safety, welfare and statutory incident records where the nature of work or workplace requires them.

Exceptions, expired documents and contribution mismatches assigned to an owner with a target closure date.

Control framework

Convert contractor documents into a reviewable compliance process.

Maintain a contractor master with licence, registration, manpower and validity data.

Define the monthly evidence pack that every contractor must submit.

Test high-risk items such as wages, EPF, ESIC and licence validity instead of only collecting PDFs.

Track non-compliance, repeat exceptions and ageing until documented closure.
