The Employees’ State Insurance Corporation (ESIC), under the Ministry of Labour & Employment, has announced the Amnesty Scheme 2025 in its 196th Corporation Meeting held at Shimla, Himachal Pradesh, chaired by Dr. Mansukh Mandaviya, Union Minister for Labour & Employment and Youth Affairs & Sports.

This scheme is a landmark initiative designed to resolve long-pending disputes under the ESI Act, reduce litigation, and encourage compliance. It reflects the government’s commitment to improving the ease of doing business and strengthening social security for employees.

  • Effective Period: From 1st October 2025 to 30th September 2026.
  • Eligibility: Court cases filed up to 31st March 2025 are covered.
  • Pending Cases: As of March 2025, around 27,000 cases were pending in various courts.

Settlement of Ad-hoc Assessments
Employers can settle disputes by paying actual contributions and interest, with no damages levied.

Withdrawal of Cases with Paid Dues
If employers have already cleared dues, cases may be withdrawn upon payment of 10% of disputed damages.

Relief for Compliance after Delays
Cases filed due to non-submission of records or delayed payments—later complied with—can be withdrawn with court permission.

Decentralized Powers
Regional Directors and Sub-Regional Officers are empowered to process withdrawals, ensuring faster dispute resolution.
