PRACTICAL RESEARCH GUIDE

Researching Acts, Rules and amendments

Read the instruments as a chain

An Act or Code establishes the statutory framework. Rules provide details made under that framework, while notifications, schemes and orders can supply specific dates, rates, procedures or exemptions. Start with the enabling provision and follow its connected instruments. A rule title alone does not establish that a particular employer, establishment or worker is covered.

Distinguish enactment, commencement and final Rules

The year in an Act’s title is not necessarily its commencement date. A draft Rule invites comments and must not be presented as the final requirement. The Library links the four final Central Rules published on 8 May 2026 separately from the Code references and older draft material. Read commencement and savings provisions before deciding how a historical registration or pending proceeding is treated.

Check appropriate-government and chapter scope

The Central Rules’ territorial extent should not be confused with the authority governing an establishment. Identify the appropriate government and the relevant chapter, establishment category and worker definition. State Shops legislation, sector-specific provisions and exemptions can still need separate research. An office, factory, mine, contractor and construction site should not receive one undifferentiated compliance checklist.

Use a source-linked research note

Record the section and rule relied on, the official version and review date, the facts used to determine coverage and any later amendment or judgment. Use connected forms for the procedure rather than assuming an old form remains current. When a compilation states an as-on date, preserve that date and check developments after it. Source review means the cited text was reviewed, not that every later legal issue has been resolved.

Common questions

Does publication of Central Rules answer every state question?

No. Appropriate-government jurisdiction, state laws, exemptions and sector conditions need their own review.

Can a draft be treated as the current requirement?

No. Identify whether a final instrument has been published, when it commenced and what it replaced.

Where are the official forms?

Use the connected form references or search Statutory Forms by Act and number. Each extract identifies the source pages and who completes or issues it.
